Ghana's first oil exploration licensing round attracts global giants

The interest is a major vote of confidence in Ghana, which is keen to unlock more resources after it began pumping from its flagship offshore Jubilee field in 2010.

The companies that have submitted applications are Tullow Oil, Total, ENI, Cairn, Harmony Oil and Gas Corporation, ExxonMobil, CNOOC, Qatar Petroleum, BP, Vitol, Global Petroleum Group, Aker Energy, First E&P, Kosmos, Sasol and Equinor.

The applications include expressions of interest in competitive bidding for three blocks in the Western Basin and for direct negotiations regarding another two blocks offshore Ghana, the energy ministry said in a statement.

“?he high level of interest shown by major International Oil Companies in our first licensing round is a vote of confidence in the Ghanaian economy,” Deputy Minister for energy in charge of petroleum, Mohammed Amin Adam, was quoted as saying.
A total of 60 applications were received, but two were invalidated as they were for a block reserved for Ghana National Petroleum Corporation.

Ghana currently produces 200,000 barrels of oil per day (bpd), with the Jubilee field producing about 100,000 bpd.

Some of the interested firms have already started boosting their presence in the country.

ExxonMobil, for example, recently signed a deal with Ghana to explore for oil in the Deepwater Cape Three Point offshore (DWCTP) oilfield.

Aker Energy AS, controlled by Norwegian billionaire Kjell Inge Roekke, agreed in February to buy Hess Corporation’s Ghana unit in a $100 million deal, gaining access to a 50 percent stake in the deepwater Tano Cape Three Points block.

The block holds an estimated 550 million barrels of oil equivalent in contingent resources and potential for a further 400 million barrels.

Ghana wants to be a petroleum hub for West Africa. It has drawn up plans to build four refineries of about 150,000 bpd each in the next 12 years.

Ghana’s only oil refinery, the Tema Oil Refinery, processes about 25,000 bpd of oil, far below its capacity.

Ghana has started implementation of the Single African Air Transport Market (SAATM) treaty, an initiative that seeks to deregulate the aviation sector of the African continent.

What this means is that all cross-border flights with countries that have also implemented the treaty will now be treated as domestic flights. This measure intends to reduce fares and increase travelers’ convenience, encourage the opening and maintenance of air links between African countries and thus stimulate economic growth through air transport and tourism.

The implementation of the treaty also aims to encourage cross-border investment and innovation which seeks to improve trade and business efficiency. It is expected that Ghana’s participation will improve its positioning as an emergent hub for aviation in the West African sub region as part of its wider aspirations of being the business gateway to West Africa.

Meanwhile, a number of ECOWAS states have played leading roles in opening up their airspace for aviation activities to surge by implementing the policy.

A total of 27 countries made commitments towards the Memorandum of Implementation (MoI) in May this year at a conference held in Lome, Togo. However, only 14 countries have signed the agreement. West African nations including The Gambia, Burkina Faso, Togo and Ghana are leading its implementation.

Reports indicate that the AU Commission – the body responsible for the implementation of the treaty – and its executing agency, the African Civil Aviation Commission, were expecting 13 countries to sign the implementation of SAATM, but some have delayed their respective implementations.

The countries that failed to sign are Nigeria Kenya, Egypt, South Africa, Gabon, Mozambique among other nations.

According to the AU, the reason given by countries yet to approve the MoI was that such countries were yet to align their domestic laws with the treaty.

The no-show syndrome in implementing the policy by some African states explains why some African countries have failed to harness the benefits of this project since it was conceptualized more than three decades ago.

As a flagship project of the AU Agenda 2063, the delay and noncompliance of the policy by African states has the capacity of derailing the agenda’s realization.

SAATM

The SAATM is an AU flagship initiative aimed at creating a single unified air transport market that seeks to facilitate trade through open air space in the continent.

The initiative was also proposed to liberalize impediments facing aviation sector as well as loosening trade restrictions to ensure socio-economic development and integration agenda.

Ghana

With the quest to deregulate the sector to become an aviation hub in the West African sub-region and beyond, Ghana recently signed aviation related agreements with Seychelles and Namibia to open more air routes which seek to promote investment and bilateral trade opportunities.

These agreements were signed at the recently held International Civil Aviation Organisation in Kenya.

Ghana gets $5bn UN housing deal President Akufo Addo Addresses UN General Assembly President Nana Addo Dankwah Akufo-Addo addressing the 73rd UN General Assembly Fly to Accra from $1318. Book now to get the best price. A groundbreaking deal that will activate the housing industry in Ghana has been signed in New York, United States, on the sidelines of the United Nations General Assembly. The deal allows the United Nations Office for Project Services (UNOPS) to commit $5 billion to construct over 100,000 affordable houses in the country with no financial commitment from the government of Ghana. The project is being facilitated by two young Ghanaian entrepreneurs, Kwame Blay and Alvin Bekoe. UNOPS says the 100,000 affordable houses project in Ghana is under a social housing project with innovative financing. A Memorandum of Understanding (MoU) to that effect was signed between Government of Ghana and UNOPS. A Deputy Minister of Works and Housing, Freda Prempeh, signed the agreement on behalf of Ghana, with the UNOPS Executive Director and UN Under-Secretary-General, Grete Faremo penning for the UN agency. According to Ms Faremo, the project is under the mandate of the UN General Assembly, and similar projects are being executed in Kenya and other parts of the world. “It’s a win-win situation,” the UN under Secretary General said. She explained that UNOPS, as mandated by the General Assembly on infrastructure, procurement and project management, “allows us to work with your government to build these houses.” The agreement, UNOPS said, is a major “milestone in its commitment to fostering innovative financing for the Sustainable Development Goals (SDGs), and will help the Government of Ghana create access to sustainable, affordable and environmentally sound housing for its citizens. ADVERTISEMENT “There is great potential here to improve access to high-quality, sustainable and resilient housing for thousands of people. “At the same time, this project will work to boost livelihoods and the local economy,” Ms Faremo indicated. The 100,000 houses are to be constructed using energy-efficient solar rooftops, while the implementation work will involve local materials, equipment and expertise, which will in turn offer returns to local people. President Akufo-Addo, who is attending the UN General Assembly, was excited with the landmark deal and expressed gratitude to UNOPS for settling on Ghana for the massive housing project, stressing that it will go a long way in bridging the gap in the country’s housing sector. He indicated that the huge housing deficit in the country is a major issue for his government, expressing joy in narrowing it through the landmark initiative.
“I believe we are all well aware of the challenges Ghana, and most of Africa, face when it comes to the provision of decent, well-planned and organized housing for our citizens. The difficulty in addressing this ongoing challenge has led to a huge housing deficit in our country,” President Akufo-Addo added. “I believe that with the signing of this project, we shall be ushering into existence a new dawn for Ghana and our citizens,” he added. President Akufo-Addo assured the UNOPS Team that his government would work hard to make the project come to fruition. Fulfilling Dream Ms Prempeh couldn’t hide her joy for the realisation of the project. “This housing deal is a dream come true, I’ve been following up with UNOPS Office for a long time. One of our mandates is to ensure that we provide affordable houses for the good people of Ghana,” she said, adding “we want to move away from the traditional way of building to incorporating some new technologies into the housing industry.” As part of the agreement, UNOPS will mobilize resources from its funding partners to support the initiative, which may eventually cost about $5 billion. The Government of Ghana will identify and allocate land for potential development and help create enabling environment for foreign investors.

netherlands Ambassador to Ghana, Ronald Strikker has backed the agricultural sector as the engine of the country thus admonishing the financial sector to serve it in order for the economy to thrive. Speaking at the launch of Hortifresh; an agriculture-based programme aimed at establishing a sustainable and internationally competitive fruit and vegetable sector that contributes to inclusive economic growth, food and nutrition security, the High Commissioner stated that it was imperative that the financial sector heeded to calls by the government to support the agric sector. “…the financial sector is so crucial to providing investment funding for innovations and expansions. I was shocked to find out that out of all the loans that banks give in Ghana, only 4 percent goes to the agricultural sector. The financial sector should be the oil for the engine. It should be the oil to make the economy work, it’s not the other way round. …banks should serve the farmers and not the other way round” Also at the event, Programme Manager, Sheila Assibey-Yeboah presented the core activities which include the support for innovative business ideas of small and medium enterprises and the development of strong horticulture clusters in key tomato, onion and mango production areas. Through these activities, the programme wants to reach at least 15, 000 smallholder farmers by 2021, with a 20percent increase in productivity. A first case in point was presented during the launch; as a Cooperation Agreement was signed between the Fruitmaster, Rabobank Foundation and HortiFresh to develop a 5000 meter square greenhouse in the Volta Region. In the Cooperation Agreement, the three partners commit themselves to the Financial and technical support for quality production of tomatoes, bell peppers and cucumbers for the national market, employing at least 25 new staff that will operate the greenhouse and grading facilities. HortiFresh succeeds the GhanaVeg programme which was implemented between 2014 and 2017. GhanaVeg supported more than 30 innovative projects that were implemented by lead companies. At the launch two of the most successful companies; AB Farms and Eden Tree Limited presented the results of their GhanaVeg projects.

Nigerian designer of Theresa May's African jacket thrilled Okoro And Theresa May Nigerian designer, Emmanuel Okoro and British PM Theresa May

A young Nigerian designer said he had no idea that a jacket he had been tasked to design will be worn by the British Prime Minister, Theresa May. Emmanuel Okoro, 27, head of EmmyKasbit told the BBC Pidgin service that when Director of British Council and another top industry player contacted him, the told him the jacket would be used by a VVIP of the United Kingdom. “They said they wanted a designer who could positively project African fashion, they wanted someone to clothe a UK VVIP arriving in the country.

“They did not mention a name and stressed that it was a top secret so that it will not result in a security breach,” he added. He added that he had been told that it was a project open to a number of designers, he was contacted about 48-hours to the arrival of PM May in Abuja on her official trip that saw her also visit South Africa and Kenya. In South Africa and Kenya, May wore her usual jackets – red in South Africa and black in Kenya. In Nigeria she wore a yellow dominant jacket with several designs. It had a zip that runs to the collar.

She wore it when she held talks with President Muhammadu Buhari in Abuja for talks and the signing of bilateral agreements. She arrived in the same jacket as she held talks with Lagos governor Akinwunmi Ambode. Okoro said his joy over the feat was because it was a sign that his hard work had paid off. He was told via a press release that if he failed to get the connection, the VVIP in question was Theresa May. He added that his phone has never stopped ringing and his following on instagram had jumped by over 2,000. He currently has 12,800 plus followers on the platform. Then the big one was the news that the PM had asked to meet with him in Lagos. He posted a photo with the PM on his instagram page.

Nana Dr. Appiagyei Dankawoso I Renewed confidence in the African Growth and Opportunity Act (AGOA) has resulted in an upward trend, with the country’s trade under the programme registering a total of US$748million last year, according to the Ghana National Chamber of Commerce and Industry (GNCCI). The surge in performance reflects the collective efforts by government and other stakeholders including the chamber in strengthening the country’s exports. After reaching its peak in 2011 with exports earnings of US$779 million and subsequent decline in 2012, when it recorded US$292 million. Ghana’s performance under AGOA has been sustained by its broadly diversified exports to the US in the areas of textiles and apparel, energy-related products, agricultural products, footwear, and minerals and metals. The African Growth and Opportunity Act (AGOA) is a non-reciprocal trade preference programme that provides duty-free and quota-free treatment for exports of over 6,400 products into the US market from eligible Sub-Saharan African countries. ADVERTISEMENT The goal is to encourage export-led growth, economic development and improve U.S. economic relations with Africa. Since its enactment in 18 May 2000 by President George Bush, the Act has gone through many amendments to enable AGOA beneficiaries take advantage of it. As part of the efforts to increase the awareness and build the capacity of exporters and potential exporters, the chamber entered into a letter of collaboration in 2015 with the USAID West Africa Trade Hub. The AGOA Trade Resource Centre (ATRC) was established at the Chamber to engage the private sector for regional and global assistance via trade intelligence, export development, business promotion, and trade facilitation. A number of sensitization and capacity building workshops have been organised in Accra, Kumasi and Takoradi to enable business men and women utilize AGOA. Some of the topics treated in these workshops included US customs and regulations on AGOA, productivity, exports financing-risk and access to finance, financing export contracts and payment, packaging and food technology. After completion of its initial 15 years period of validity, AGOA was extended until 2025 on 29 June 2015 by President Barack Obama. This extension covers the Third Country Fabric provision, also until 2025. This 10-year renewal period provides an opportunity for eligible Sub-Saharan African countries including Ghana to increase their exports into the United States market. ADVERTISEMENT AGOA has provided Sub-Saharan African countries the opportunity to grow their export earnings. Aggregate exports to US by AGOA beneficiaries (AGOA plus non-AGOA goods) have increased from US$21.7 billion in 2000 reaching its peak at US$82.2 billion in 2008. The following years have recorded declining exports ending 2017 at US$24.9billion. Major contributing countries to AGOA include South Africa, Nigeria, Angola, La Côte d’Ivoire, Madagascar, Ghana, and Kenya with major non-oil export products being agricultural, minerals and metals. Out of the total export products from AGOA countries, over 90% of textiles and apparel, footwear, and transportation equipment utilises AGOA. GNCCI’s participation in AGOA Expo & Trade Fair In recognition of the Chamber’s active role through the Ghana ATRC, the Ghana National Chamber of Commerce & Industry has been invited to participate in the AGOA Expo & Trade Fair, 2018 from 25th to 30th September, 2018 in the cities of New Rochelle and New York. The President, Nana Dr. Appiagyei Dankawoso I, will be leading the delegation comprising business visitors and trade exhibitors and present investment and business opportunities under AGOA in Ghana. The AGOA Expo is a cultural and business platform aimed at celebrating US-African cooperation, strengthening bilateral trade relations, promoting AGOA key export products and investment opportunities. There would be a number of activities including, but not limited to the following: African Beverages and Food Show; African Apparel, Textiles and Footwear Exhibition; AGOA Apparel Fashion Week; Exhibition of Leather and African Cosmetics; African Music and Urban Dances; and AGOA Festival Workshops and Networking. The participants for this event are the United States, AGOA eligible countries including Ghana, and a country playing the role of the Third Country Fabric Provider for the apparel and textile products.

Travellers who have transited the Kotoka International Airport (KIA) to other first-class airports have always looked forward to the day when Ghana will boast of the state-of-the-art facility.

Issues of poor ventilation, difficulty in climbing the staircase of aircraft with hand luggage and challenges in having to struggle with checked-in bags while descending for customs clearance at the arrival hall have been the regular experience of passengers. These hurdles will soon be over as the state-of-the-art Terminal Three will be operational.

The $250 million project, which began on October 30, 2015 and was completed on June 29, 2018, can handle five million passengers per annum, thus averaging a little over 13,000 passengers a day.

A total of 1,250 passengers can be processed per hour. The facility also has an additional 7,000 square metres retail area.

The new terminal, which has five levels spreading across a land size of 48,268 square metres, has six boarding bridges, seven links which are expandable to eight in the near future, four 80-metre long electronic carousels, a 707-capacity parking lot and a new road network. MAPA Construction MNG Holding of Turkey constructed the new terminal.

Departures

A team from the Daily Graphic toured the facility on July 31, 2018 to assess its readiness to host aircraft and passengers across the globe.

Pockets of airline staff and security details were spotted undergoing training exercises at the various gates to acquaint themselves with the new facility.

The Daily Graphic toured the departure hall, which swanks of 56 check-in desks, self-service stations, 30 passport control counters with four e-gate positions, i-validate centres, eight central screening security lanes, 22 airline ticketing offices, pre-screening area, three business lounges, six boarding gates and two bus boarding lounges, food court and duty-free shops.

Arrivals

Facilities at the arrival area include 24 immigration counters, four e-gate positions expandable to six, four carousels expandable to six, a fully automated baggage-handling system designed in accordance with the latest European Civil Aviation Conference Hold Baggage Screening (ECAC HBS) requirements expected to handle 3,000 bags per hour and a greeting area.\

CIP

A Commercially Important Person (CIP) passenger lounge facility, which can host 50 people, has been added to the new facility.

The key objective of the CIP is to offer specialised and luxury services to passengers who anticipate more comfort during their arrival and departure formalities at a fee.

In an interview with the Daily Graphic, the Managing Director of the Ghana Airports Company Limited, Mr John Dekyem Attafuah, said the CIP offered a unique travel experience with enhanced privacy and personalised assistance from curbside to airside.

Mr Attafuah explained that help agents had been trained to cater for the needs of first-time passengers who might find it difficult accessing e-services.

!

Target market

The CIP lounge will be accessible to all passengers travelling through KIA regardless of ticket class or airline. It is available to corporate organisations that want personalised travel facilitation for senior and middle management, families looking for privacy and personalised assistance from the curbside to the airside, as well as business travellers needing privacy to conclude business meetings.

A key operating feature of the CIP service is that it will be a subscribed, pre-booked and pre-paid service, Mr Attafuah explained, adding that “patrons will be able to subscribe on a quarterly, half yearly and annual basis”.

More jobs

Mr Attafuah told the Daily Graphic that President Nana Addo Dankwa Akufo-Addo was expected to inaugurate the facility before the end of October 2018.

He said the project would position KIA as the lead airport in the sub-region and further illustrated that “it feeds into the government’s vision of making KIA the aviation hub in the West African sub-region”.

He said more jobs would be created when the facility opened for business before the end of 2018.

Terminal Three, he disclosed, also offered an opportunity for new airlines to operate from Ghana.

Mr Attafuah said Ghana’s resolve to attract more airlines to operate from Ghana was one of the reasons which had led to the recent organisation of the Route 12 conference in Accra.

“We should be able to develop new routes to new destinations. We are currently looking at attracting investments from China and South America,” Mr Attafuah disclosed.

Operational trials

Operational trials of equipment in Terminal Three began in the first week of July 2018.

Mr Attafuah was particularly grateful to Delta Airlines and South African Airways for allowing their aircraft to land at the new terminal as part of the trials.

Old terminal

With reference to the old terminal, Mr Attafuah said it would be converted into domestic use.

According to him, the old terminal’s runway was only 40 per cent utilised and for that reason, there was more room for new airlines to derive maximum benefit.

“We need to get new traffic for cargo, passenger and private charters and we are, through the able leadership of President Akufo-Addo, the Minister of Aviation, Mrs Cecilia Dapaah, aiming to achieve that,” Mr Attafuah stressed.
Excitement

The Daily Graphic interviewed a few passengers who have had the opportunity to use the new terminal. They expressed excitement that Ghana could now boast of an airport which met international standards.

The new terminal, when it begins full operation, will give passengers extra comfort and their money’s worth.

It is hoped the new terminal will operate at optimum level to be able to service the $250 million that was acquired to put it up.

GCB commits GH¢1bn to support 1D1F; 270 proposals received Ghanacommercialbank GCB The Ghana commercial bank, GCB has committed GH¢1 billion towards the 'One District One Factory' initiative by the government. About 270 clients have already put in their applications awaiting review for support under the programme. Head of SME and One District One factory of GCB, George Fuachie said the bank has signed an agreement with investment initiative, Invest In Africa, to further facilitate credit access to SMEs in Ghana. In an exclusive interview with JoyBusiness, Mr Fuachie said, “GCB has committed a minimum of GH¢1 billion to the One District, One Factory initiative rolled up by the government and as the biggest indigenous bank the board, the management and the staff found it necessary to commit that to it.” GCB, Invest In Africa agreement The year-long agreement between GCB and Invest In Africa (IIA) formally makes GCB the newest partner of the initiative. According to Mr Fuachie, joining the Invest In Africa initiative will further reinforce GCB Bank’s commitment to making a positive difference by supporting the growth of local businesses especially SMEs. He added, “The SME’s department has existed in various shades and forms but there is now a strategic intent to it to become the core of the bank. So it is a new journey, a journey that comes with a lot of experience but obviously, the partnership will bring to the fore the knowledge-based that Invest In Africa has based on the experience with SME’s and that partnership is what I believe would change the engagement with the SME’s.” With over 1500 SMEs in IIA’s pool, GCB hopes to expand their customer base for a relatively improved quality base. Currently, GCB has embarked on a five-year strategic plan and some of the key areas include an intention to expand the bank's customer base. One of the key areas under 2018, 2022 strategic plan is the expansion SME space which is also a key of area of interest for IIA. “Invest in Africa has a pool of SMEs clients who have been scaled up and developed up to a certain level so, their attractiveness in terms of purposes of lending is much better than the off shelve SME client”. Mr George Fuachie alluded. He said, “there are so many challenges facing the SME sector and GCB haven learnt of these have redefined the approach to dealing with them and I believe the partnership will bring value to what we have. Aside from lending to them, we will also provide advisory services to them because in fact some of them don’t actually need facilities but succession plan and differentiation between ownership and management.” “A lot of these are laudable and a lot more need to be improved so the partnership will help some of these institutions in areas where we find it difficult to help them,” he said. The partnership will also explore how SMEs shortlisted by GCB Bank for the One District One Factory (1D1F). Being the largest indigenous financial institution in Ghana with 180+branches, the bank says IIA registered SMEs will benefit from short-to-medium term capital to enable them service tenders. Launched in September 2014 in Ghana, IIA has registered over 1500 SMEs facilitated credit access of US$973K and tenders won valued at $97.1M. Large companies and organizations already supporting the initiative include Tullow Ghana, MODEC, Newmont Mining, Ecobank Ghana, Societe Generale, Ghana, Guinness Ghana Breweries, Africa Development Bank (AfDB) and Multimedia

We need your expertise to fight corruption – Rawlings to Ghanaians abroad Rawlings Guba The former president made this call during the 2018 GUBA awards at the InterContinental Hotel London Former President Jerry John Rawlings has urged Ghanaians living abroad to transmit the quality of discipline and prudent management of resources they acquire in the countries they reside in back to Ghana to help curb corruption in the country. He said while Ghana has made positives strides to enhance democracy and stabilize its economy towards growth and development, it is still grappling with corruption, noting that it “is important to appreciate the fact that keeping our moral fabric as a people intact and the appropriate mindset as citizens towards corruption is key to fighting this menace.” The former President made the call when he delivered the keynote address at the 2018 Ghana UK Based Achievement (GUBA) Awards in London on Saturday. Flt Lt Rawlings said Ghana’s role as a hub of peace and the gateway to Africa meant the country had to contribute in diverse ways to make the continent a better place, stating; “the world can only hold us in high esteem on how much we connect to universal shared values of truth and integrity”. The GUBA Awards’ Special Guest of Honour said he had reached a phase in life where he should be enjoying life after decades of tireless service where he will be content to see his compatriots prosper and gain access to basic amenities and to see an African continent where safety, freedom and justice is guaranteed. “How do I experience any peace of mind when I see my fellow Africans butcher each other as has happened in countries like Sudan, Nigeria and Cameroon? How can I not feel pain and anger when innocent victims especially women and children are mindlessly killed? The former President asked. Touching on the conflicts and violence in parts of the continent, former President Rawlings said too much wealth and power happens to be in the hands of many wrong people with some countries under the grip of unconscionable characters and their partners in the so-called developed world. On the situation in Cameroon, he called on the United Nations and the African Union as well as French President Emmanuel Macron to investigate the reported abuse of Anglophones and to avoid the imposition of superficial solutions on the English speaking half of the country. The former African Union High Representative to Somalia said: “Today, there are many nations around us that are saddled with unimaginable conflicts. What we need to do as a continent is to push our governments and various reputable people to stand and speak out against injustices in affected countries.” Former President Rawlings said democracy and development that was not based on the rule of law and freedom and justice would eventually collapse as experienced in Egypt, Libya and Tunisia. ADVERTISEMENT GUBA and its Founder and Chief Executive, Dentaa Amoateng received commendation from the former President for its recognition of the diverse cultural and economic potential of Ghanaians. He also commended GUBA for its humanitarian roles in the areas of autism and support for educational institutions in Ghana. Former President Rawlings presented the GUBA Black Star Lifetime Achievement Award to Ashitei Hammond.
